When you create a new question list, all of the existing categories come up, along with all of their questions nested underneath. Click the checkboxes to choose which questions to include. If you choose a category, all of the questions under that category will be selected, speeding up the process.
Assign In the Add/Edit Question List dialog, you can assign the question list a name , and choose the target type from the drop-down list , and check the checkbox if you want to allow this question list to also be used for vendor assessments. Finally, click the “save” button.

When you edit a question list, it basically takes you back to the same window where you create a new one. You can change the name, attributes and/or the selection of questions to include.
