A questionnaire is a list of questions used to build a survey or set of surveys. You can also think of it as a template for a certain type of assessment. Questionnaires are target-specific. Before you can create an assessment, you need to have at least one questionnaire with the same target type as the assessment itself. For example, if you want to assess an application, then you need to have a questionnaire that targets applications.

Although questionnaires are target-specific, the questions themselves are not. So you could use the same exact set of questions to build two different questionnaires with different target types. For example, you could create a NIST-CSF questionnaire for units and another for applications using the same questions.

Only superusers can create, edit and delete questionnaires.

Questionnaires were previously referred to as question lists.
