Locations CSV Upload

Only superusers can upload locations by CSV. The combination of site, building, floor and room should be unique.

building	The building name for the location
floor	The floor name or number (may be blank)
room	The room name or number
description	An optional description of the location
confidential	Is the location secret? Must be “true” or “false”
